The European Lime Association (EuLA) fully supports the EU’s ambitious climate goals and the
role of the EU Emissions Trading System (ETS) as a cornerstone policy. However, to ensure the
ETS remains effective, it must evolve to address the specific needs of hard-to-abate sectors like
lime. The lime sector’s process emissions are chemically unavoidable, and the path to climate
neutrality requires robust recognition of carbon circularity through carbon capture, utilization
and storage (CCUS) and permanent removals via recarbonation. This position paper provides
EuLA’s recommendations for the ETS1 review, building on our response to the survey also
associated with this consultation.
